The Residence Permit for Minors Under 14 Years of Age
The debate over granting Italian citizenship to those born in Italy has raged for years. Unfortunately, with no success, there is no conclusion in sight among the various political parties. The “Ius Soli” draft law proposal grants Italian citizenship to children born in our country. This has always been rejected in the Parliament, due to the clear opposition of a particular political party.
Therefore, it is good to understand what are the legal procedures for minors under the age of 14 who were born in Italy, as well as to explain the procedures for issuing a Residence Permit for a minor under the age of 14 born abroad.
Issuance of the Residence Permit for a Child Under 14 Born in Italy
In order to apply for a Residence Permit for a child under the age of 14 born in Italy, it is necessary to update the Permit of the parent: the application must be submitted to the Police Headquarters by sending the kit from the authorized post offices. The applicant must present the following documents ; receipt of the kit, and the parent’s Residence Permit. In addition he must request for temporary registration with the National Health Service at ASL (Azienda Sanitaria Locale – Local Health Unit).
If the application has been accepted the following documents must be attached on the online platform NHS:
– Tax stamp.
– Photocopy Passport of the parent and children already enrolled.
– Photocopy of parents’ Residence permits.
– Photocopy the Social Security Number of the parent.
– Photocopy of the passport of the child to be enrolled on the parent’s permit.
– Photocopy of the birth certificate issued by the municipality.
– Payment of the bulletin for the issuance of the Residence Permit.
Once the updated Residence Permit has been received, it is necessary to notify the Health Authority and the municipality of residence.
Issuance of Residence Permit for a Held Under the Age of 14 Born Abroad
To apply for a Residence Permit for a minor of 14 years born abroad, the parent’s Permit must be updated by sending a form through the authorized post offices: once the new Residence Permit has been obtained, and in any case before the heath card’s expiration date, renewal of registration with the National Health Service must be requested.
The documents required for the issuance of the Residence Permit are:
– Photocopy of the passport of the parent and children already enrolled.
– Photocopy of the Residence Permit of the parent and children already enrolled.
If the minor has entered on a Family Reunification Visa, a revenue stamp, a photocopy of the minor’s passport and a photocopy of the clearance issued by the Single Desk for Immigration must also be submitted.
If the minor does not possses the Family Reunification Visa his parents must submit copies of relevant documents; declaration of presence, child’s birth certificate, document certifying the parent’s income (Single Certification or pay stubs), the municipality certifying the disponibility of suitable housing, and lastly the other parent’s consent must also be submitted.
