Arrivals to Italy: what changes after the Dpcm of 24 October 2020

The new Decree of the President of the Council of Ministers (DPCM) was passed on 24 October 2020. The decree extends the preventive measures to deal with the second wave of Covid-19 until November 24, 2020. The DPCM of 24 October 2020 confirms many procedures to be followed in terms of travel, contained in the previous DPCM.

In particular, travel to Belgium, France, the Netherlands, the Czech Republic, Spain, the United Kingdom and Northern Ireland are permitted. On the contrary, if you return to Italy from the countries mentioned, you must follow the procedures required by law, both after a stay and after a transit in the 14 days before arrival in Italy.

By law, you must draw up a self-declaration and you must choose whether:

• Prove that you have undergone a molecular or antigenic swab 72 hours before entering Italy, and the swab report must be negative;
  or

• Undergo a molecular or antigenic swab upon arrival at the airport, port, railway station, or at most perform it within 48 hours at the local ASL in Italy. While waiting to undergo the swab you will have to observe fiduciary isolation and you will not be able to go out or have contact.

In general, if you come from Belgium, France, the Netherlands, the Czech Republic, Spain, the United Kingdom and Northern Ireland, you must immediately report your entry to Italy to the Prevention Department of the relevant ASL: it is mandatory even if you are asymptomatic.

If during your stay in Italy you feel the symptoms of Covid-19, you must immediately contact the ASL or the referring doctor and observe fiduciary isolation (do not go out or have contact with other people). The numbers for communicating with the ASL or health authorities can be found on their websites.
